An environmental observation from Cape Town's coast

The appearance of thousands of dead pilchards along parts of the Cape Town coastline during August 2026 has produced disturbing images and understandable questions about the condition of the city's marine environment.

For an observer familiar with Milnerton Lagoon, the issue is particularly compelling. The lagoon, its estuary and the adjacent Atlantic coastline form part of an interconnected coastal landscape in which freshwater flows, estuarine processes, marine conditions, wildlife and human activity meet. When dead fish appear along the shoreline at Milnerton, it is therefore natural for residents to ask whether the lagoon itself could be involved.

The available evidence, however, requires a distinction between proximity, environmental context and causation.

Two recent reports supplied for this feature provide an important snapshot of the situation as it stood in mid-August 2026.

A mortality event extending well beyond Milnerton

The first report, published by TygerBurger on 18 August 2026, describes dead and dying sardines at numerous locations along the Cape coast, extending from Silverstroomstrand and Melkbosstrand through Milnerton and Camps Bay, and as far as Saldanha Bay and Cape Agulhas.

This geographical distribution is significant.

The event was therefore not confined to Milnerton Lagoon or even to the immediate Milnerton coastline. The City of Cape Town characterised the sightings as part of a much wider fish mortality event that was already under investigation. Dead sardines were nevertheless specifically reported at Milnerton Lagoon on Friday, 14 August.

The second report, published by CapeTown ETC on 16 August, similarly describes substantial numbers of dead pilchards along Cape Town's coastline, specifically identifying Milnerton, Sunset and Blouberg beaches.

The visual evidence accompanying the reports is striking. The TygerBurger article contains photographs of large numbers of dead sardines accumulated along Lagoon Beach, while another image shows an individual fish lying on the beach at Milnerton. The CapeTown ETC report likewise illustrates extensive numbers of dead pilchards on the beach.

These images are not, by themselves, evidence of cause. They are nevertheless important environmental observations: they document the scale and geographical occurrence of the event.

The City's position on Milnerton Lagoon

The City of Cape Town has taken a clear position on the specific question of whether the condition of Milnerton Lagoon caused the sardine mortality.

According to the TygerBurger report, the City has said that residents should not associate the sardine mortalities with the condition of Milnerton Lagoon. The City's explanation is that sardines are oceanic fish and do not live in the lagoon or its estuary.

That is an important distinction.

The fact that dead sardines were found at Milnerton Lagoon does not establish that they died because of Milnerton Lagoon.

Indeed, the same report makes clear that the DFFE investigation concerns a mortality event occurring across a much wider area. The City has indicated that it is following the DFFE investigation rather than attributing the deaths to the lagoon.

For an environmental observer, this is where careful language becomes essential.

It would be scientifically premature to transform a geographical association into a causal explanation.

What has actually been detected?

The DFFE has confirmed the presence of genetic material associated with pilchard herpesvirus (PHV) in sampled fish.

However, the detection of PHV does not yet establish that PHV caused the mass mortality.

The TygerBurger report states that PHV genetic material was found in dead sardines and, at lower levels, in some apparently healthy fish. Scientists are therefore investigating whether the virus alone can explain the scale of the mortality.

This is a crucial scientific qualification.

A pathogen can be present without necessarily being the sole cause of a large mortality event. The investigation is consequently considering multiple possibilities, including harmful algae, low oxygen levels and unusual oceanographic conditions. Tests for paralytic toxins associated with harmful algal blooms did not detect those toxins in samples from Saldanha Bay, the Cape Canyon and Gansbaai, while low levels of domoic acid and yessotoxin were detected. The DFFE considered the tested toxins unlikely to be the primary cause, although environmental factors could not yet be excluded.

The second report reaches the same essential conclusion: the cause of the die-off had not yet been established.

Why Milnerton Lagoon nevertheless matters

This is where the story becomes more interesting from an environmental-observation perspective.

The City's statement that the current sardine mortality is not linked to Milnerton Lagoon should not be interpreted as meaning that Milnerton Lagoon is environmentally unimportant.

Quite the opposite.

Milnerton Lagoon has its own documented history of environmental concern. Even the TygerBurger article points readers towards an earlier report concerning strategies proposed to address what was described as a "disaster" at the lagoon following another fish die-off in 2022. The same article also references a 2026 community campaign concerning sewage pollution.

The distinction is therefore between two propositions:

Proposition 1: The present regional pilchard mortality was caused by pollution or conditions within Milnerton Lagoon.

There is currently insufficient evidence in these reports to make that claim.

Proposition 2: The appearance of dead fish at Milnerton provides another reason to pay close attention to the ecological condition of the Milnerton Lagoon and its surrounding coastal environment.

That is a much more defensible proposition.

Pollution remains part of the wider environmental conversation

The CapeTown ETC report introduces another perspective through the environmental organisation Rethink the Stink.

The organisation argues that excessive nutrient loads entering the ocean through sewage-polluted rivers and direct sewage discharges should be reduced. It further argues that excessive nutrients can contribute to harmful algal blooms, oxygen depletion and ecological disruption.

These statements should be understood as environmental concerns raised by the organisation, rather than as evidence that sewage or nutrient pollution caused the August 2026 pilchard mortality.

That distinction matters.

The available reports do not establish such a causal chain.

Nevertheless, the underlying ecological principle is important: coastal ecosystems are exposed to multiple interacting pressures, and the health of an estuary cannot be considered entirely separately from the health of the adjacent marine environment.

For Milnerton, this makes the lagoon an important location for continued observation even when the present fish mortality cannot scientifically be attributed to it.

A photograph can record an event without explaining it

This distinction also has particular relevance to environmental photography.

A photograph of dead fish at Milnerton Lagoon is evidence that dead fish were present.

It does not, on its own, establish:

  • where the fish died;

  • why they died;

  • whether they originated in nearby waters;

  • whether they entered the lagoon through tidal or coastal processes;

  • whether a pathogen caused their deaths;

  • whether pollution played a role; or

  • whether multiple environmental factors interacted.

Photography therefore occupies an interesting position between observation and interpretation.

The photograph records the phenomenon.

Scientific investigation seeks to establish the mechanism.

For an environmental photographer and observer, confusing those two functions can produce compelling but misleading narratives.

The stronger approach is to document what can actually be seen, record where and when it was observed, and distinguish clearly between established evidence, official statements, scientific hypotheses and unresolved questions.

The significance of the unanswered questions

The DFFE investigation remains particularly important because PHV has not previously been reported in South African sardines. The virus has been associated with major sardine mortality events in Australasia, although it was subsequently detected in apparently healthy Australian sardine populations as well.

The DFFE is expanding disease surveillance along South Africa's West, South and East coasts, while further disease, pathology and environmental investigations continue. An October/November hydroacoustic biomass survey is also expected to provide an opportunity to assess the possible impact of the mortality event on the sardine population.

Consequently, the August event should not yet be treated as a completed scientific story.

It is an ongoing investigation.

Milnerton Lagoon as a place of observation

For those who have followed the environmental story of Milnerton Lagoon, the current episode illustrates why the lagoon deserves to be understood as more than a local pollution problem.

It is a place where several environmental systems converge: lagoon, estuary, river catchment, shoreline and Atlantic Ocean.

The discovery of dead sardines there does not prove that the lagoon caused their deaths. The City has specifically rejected that interpretation, while the DFFE investigation has yet to identify a definitive cause.

But neither should the observation simply be dismissed.

The event offers another opportunity to observe the relationship between Cape Town's urban environment and its coastal ecosystems.

The most responsible conclusion at this stage is therefore a measured one:

The 2026 Cape Town pilchard mortality is a regional marine event under investigation. Dead fish were observed at Milnerton Lagoon and along nearby beaches, but the available evidence does not establish that Milnerton Lagoon caused the mortality. At the same time, the event reinforces the importance of continued observation, environmental monitoring and attention to the wider pressures affecting Cape Town's coastal and estuarine environments.

An environmental story still unfolding

The dead pilchards on the beaches are an unsettling visual record of ecological disturbance.

But the meaning of that disturbance remains unresolved.

For Milnerton Lagoon, that uncertainty is perhaps the most important observation of all.

There is a temptation whenever an environmental crisis occurs to find a familiar explanation quickly. In this case, the lagoon's troubled environmental history makes such an association understandable.

Yet responsible environmental observation requires something more demanding: to resist the temptation to conclude before the evidence is complete.

The lagoon can be monitored.

The shoreline can be photographed.

The fish mortality can be documented.

The scientific investigation can be followed.

And the questions can remain open until the evidence provides better answers.

That is not a failure of environmental interpretation.

It is part of the discipline of observing a living ecosystem.
